III. Enrollment number
The provisional sum of Liaoning Government Scholarship for International Students is RMB 5 million yuan a year, and the enrollment number is 30.
1. When to apply and where to send the application?
International students can acquire information from government departments and related agencies of their countries, or from Chinese embassies and consulates stationed in their countries. They can also get updated information about the progress of the enrollment of international scholarship students from Liaoning education website or the websites of Liaoning-based universities that have doctoral degree programs for international students. Written application should be submitted directly to the qualified universities according to the academic year and the majors applied for must be already available for international doctoral degree pursuers. Applications are received once a school year, from January to April. The universities must handle the applications timely in accordance with both their acceptance standards for admitting international students pursuing doctoral degree studies and the requirements for the scholarship. The universities’ decisions on the admissions should be submitted to the Provincial Education Department for approval before May 15th.
2. What materials to provide?
The applicant must honestly provide the following materials:
a. The original copy and a photocopy of filled Application Form for Liaoning Government Scholarship designed by the provincial Education Department.
b. Notarized copies of the highest diploma certificate and official academic transcripts. If the applicant is still at university, he or she must also provide an official certificate by the university showing his/her student status. If the applicant is at work, he/she should provide a certificate by the employer showing his/her employment status. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
c. Scripts of HSK test scores ( according to the host university’s requirements).
d. The original copy plus a photocopy of Foreigner Physical Examination Form designed by China’s health and quarantine authorities.
e. Personal statement, including study goals and research plans. No less than 1000 words.
f. Two letters of recommendation from full professors or associate professors of the same university that the applicant graduated from or will graduate from.
After receiving the materials, the eligible universities should process the information timely and then submit their admission decisions together with the materials to the Provincial Education Department. The Provincial Education Department does not receive individual applications. And application materials will not be returned regardless of the result of the application.
3. Which universities and what specialties?
Applicants can choose any of the regular full-time universities and their specialties authorized by Liaoning Provincial Education Department to receive international doctoral degree candidates.
