At the end of 2012, people in the whole city participating in urban basic pension program increased 128 thousand over the end of last year to 3.207 million of which 2.203 million were staff and workers with an increase of 93 thousand; the number of insured people of pension insurance in urban area grew 9000 to 73800 and urban employee basic medical insurance (UEBMI) grew by 113,000 to 3.5122 million. 1.1082 million people got insured in the medical insurance for urban residents, with an increase of 135,300 people and 1.333 million in unemployment insurance, rising 68,000; 1.728million in work accident insurance, increasing 98,000; 2.7424 million in maternity insurance, adding 148,800. In rural areas, 1.0347 million rural residents got insured in new type of rural social pension insurance with an increase of 29,100 people; 166,700 land-levied farmers enjoyed pension insurance. A total of 2.2826 million people, accounting for 99.1% for participation rate, participated in new rural co-operative medical care system with uplifting funding criteria per capita to 290 yuan.
All-year dispensed minimum living allowances reached 560 million yuan in which 60,000 families in urban areas with 104,000 people enjoyed minimum subsistence allowances of 420 million yuan and 45,000 families in rural areas with 83,000 people 140 million yuan. 4,921 families, 11,000 urban residents benefited from assistance for urban families on the verge of low-income level and 4,437 families, 11,000 rural residents enjoyed the assistance for rural families on the verge of low-income level.
The monthly old-age pension for enterprise retirees was 1,632 yuan per capita, increasing 228 yuan over the previous year. The criterion of per capita expenditure of unemployment insurance benefits was 815 yuan monthly, raising 160 yuan. The minimum wage standard was: 1,100 yuan in urban areas and development zones and 900 yuan in four counties or county-level cities. Minimum living standard for urban residents was: 440 yuan a month per capita in nine districts and development zones and 370 yuan in four counties and county-level cities. The minimum living standard for rural residents was: 3,080 yuan a year per capita in all districts and 2,048 yuan in four counties and county-level cities.
The establishment of old-age service facilities was accelerated. 100 new demonstration day-care stations were founded and 3,500 nursing home beds added. At the end of 2012, the whole city had 150 adopting social welfare institutions of all kinds with 29,000 beds and 16,000 adoptees.
A total of 1.53 billion yuan worth of social welfare lottery tickets were sold, raising 0.43 billion yuan social welfare funds. And 17.49 million yuan was raised as benevolent funds for a whole year.
