Qipan Mountain International Tourism Development Zone sits in the northeast of Shenyang. With Fushun on the east, Shenhe District on the west, Hun River on the south, and Tieling on the north, it serves as the east shield of Shenyang, which is 17km away from it. Qipan Mountain Development Zone covers an area of 203km2. There are four blocks(Gaokan, Mantang, Wangbin, Yingda) in it, and its total population is 56,000. As a development zone, it has a convenient transportation system. Sanhuan Highway and Shenha Highway runs beside it, while Shenqi Road, Masong Road, Shenfu Road, Jixi Highway, Maowang Road, Puwang Road, Jiuman Road, and Shenji Railway run through it. One hundred kilo meters away from Shenyang circles Tieling, Fushun, Liaoyang, Anshan, and Benxi-central cities of Liaoning province. There are 24 million people living within the circle.
ⅠSuperior Natural Condition and Good Ecological Environment
Qipan Mountain Development Zone bears a hilly landscape. It belongs to Hada Ridge of Changbai Mountain. Shiren mountain (Height: 441.3m), which stands in the national forest park in the north of the development zone, is the highest mountain in Shenyang. Qipan Mountain, which is 260.1 meters high, sits in the Qipan Mountain Scenic Area. There is a huge stone checkerboard lying at the feet of it. Legend says that Lv Dongbin and Tie Guai Li (both of them are the immortal) once played chess here, hence the name.
The climate of Qipan Mountain is affected by the monsoon of intermediate zone. Thus, it has freezing, snowy winter, and hot, rainy summer. The annual average temperature is 7.41℃, and it’s 2 degrees lower than the temperature of the urban area in summer, making it an ideal summer resort of Shenyang. Over the year, the frost-free period is 148 days, and the annual average precipitation is 750mm with the average relative humidity of 65%~70%. The air in Qipan Mountain is clean and refreshing. It has 738 negative oxygen ions per cubic centimeter, which is six times as much as that in the city. So, it is also known as the “green lung” of Shenyang.
Numerous lakes and rivers lie in Qipan Mountain Development Zone. Among them, Hun River with the total length of 415km runs 14.34km in the zone. It is under the province’s management. In addition, Jiuzhan River, Renjing River, Zhongma River, Sishui River, Pu river, Mantang River also run through the zone. Xiu Lake, with a drainage area of 5.04km2, looks long and narrow, which makes its outline similar to the Chinese character “秀(xiu)” in cursive handwriting. Hence, the lake has been named as Xiu Lake. The water of Xiu Lake is clear, so the aquatic production is extremely abundant. Xiu Laker, Qipan Mountain, Hui Mountain, and Dayang Mountain together form a scenic spot “Three Mountains and One Lake”. It’s an indispensable component of the Qipan Mountain Scenic Area.
The woodland in Qipan Mountain covers 69km2, and the water covers 14km2. It has an ideal ecological environment. In 2008, it passed the provincial acceptance of national ecological zone. In 2009, it passed the “Environmental Protection Verification” from ministry of environmental protection. In 2010, it passed the examination and acceptance from the panel from the ministry of environmental protection. Now, it has accomplished the mission of establishing a national ecological zone by making every index meet the requirement.
ⅡNumerous Tourism Resources and Booming Cultural Industry
There are plenty of tourism resources in Qipan Mountain Development Zone. The Expo Park, Xiu Lake Scenic Area, Forest Park, Bird Island, Fuling Mausoleum, Forest Wildlife Zoo, and Shengjing Golf Club scatter here and there in the zone, forming a perfect touring route of Shenyang. Qipan Mountain Scenic Spot has been certified as the four-A-level scenic spot in 2011; the Expo Park was labeled as five-A-level scenic spot in 2007; Fuling Mausoleum has been enlisted as the World Historical and Cultural Heritage, which is of great importance to Shenyang.
From 2006 to2007, Qipan Mountain Development Zone successfully hosted World Horticultural Expo and World Cultural and Natural Heritage Expo. It’s the first time for a northern city to host a horticultural expo, and it sets up a brand of tourism and cultural industry for Qipan Mountain Development Zone. In 2008, it hosted World Olympic Culture Exhibition and Shenyang International Photojournalism Festival, receiving positive comments from International Olympic Committee and Beijing Olympic Committee. The “ice and snow” tourism which had been hosted since 1994 has been promoted year after year. With the expansion of its scale, it has made Shenyang International Ice and Snow Festival the famous touring highlight in the northern China. In the year of 2009, 2010, and 2011, together with Shengjing Lantern Festival and Guandong Temple Fair, Shenyang International Ice and Snow Festival has become a sensational attraction for winter trip in the northeast of China. In 2009, Qipan Mountain Development Zone hosted Creative Industry Summit-the Fifth International Multi-media and Internet Summit. The five main organizations of U.N and approximately 50 representatives from 23 different countries and regions have attended the conference and gave a positive feedback. The, Xiu Lake Rock Festival hosted in September, 2010, and the Sixth International Multi-media and Internet Summit hosted in October, 2010, added more colors to the cultural brand of Qipan Mountain Development Zone.
On May, 2008, Qipan Mountain Development Zone has been named as the demonstration district of cultural industry by the ministry of culture. Qujiang of Xi’an, Huaqia City of Shenzhen, and Qufu of Shandong also share the title.
Recently, Qipan Mountain Development Zone focuses on enhancing the construction of the project from cultural industry. It has been endeavoring to invite investment from the world. As a result, apart from Guandong Film and TV City and Chinese Cuisine Museum, the International Chateau will also be constructed in the zone. After the completion of the construction, people in Shenyang can savor the wine from different countries.
Ⅲ Building “A Green Corridor, A Silver Zone, and Four Parks” to Promote the Shenyang Economic Zone
Since 2003, Qipan Mountain Development Zone has been expanding its development space. As a result, its GDP has been increasing year after year, and its comprehensive strength has been improved drastically. Until 2009, the local GDP grew from 260 million yuan to 2.94 billion yuan. Investment in fixed assets increased from 210 million yuan to 8.45 billion yuan. The fiscal revenue went from 80 million yuan to 1.44 billion yuan. Last but not least, the foreign investment grew from 16 million yuan to 63 million yuan.
Qipan Mountain Development Zone is located in the core area of the Shenfu City lying on the north bank of Hun River. It’s adjacent to Fushun Gaowan Economic Zone. Being the important node of the Shenfu band in Shenyang Economic Zone, it serves as the leading district for the construction of the merger of Shenyang and Fushun, and the core area for Shenyang Economic Zone. Taking the protection of ecological environment as the top priority, Qipan Mountain Development Zone gradually built “one Green Corridor, one Silver Zone, and Four Parks”, forming an “L” shape district. Besides, the “four-wheel drive” strategy(taking tourism, innovative culture, technology, and livability as the four driving force) has already become the new developing orientation and improving protocol. To build a “green corridor” means to build the eco-landscape for tourism alongside the north-south Shenqi Road; the “silver zone” means the waterfront eco-landscape building upon the 13.4km long drainage system of Hun River, forming a east-west development axis; “four parks” are the Leisure Tourist Area (Xiu Lake Scenic Area and Forest Park), the Cultural Innovation Area (International Innovation Valley), Science and Technology Innovation Area (Sishui Science and Technology City), and the Green Residence Area (Gaokan Ecological Economic Zone of Shenfu New City). Qipan Mountain Development Zone spares no effort to develop four main industries (Leisure and Tourist Industry, Cultural Innovation Industry, Science and Technology Innovation Industry, and Green Residence Industry), and carries out the “four-wheel driving” strategy with Gaokan Ecological Economic Zone of Shenfu New City as the engine of development. Under this circumstance, the “four parks” will move forward in lockstep, and promote sound and fast development of Qipan Mountain Development Zone.
