On-street parking spaces in Shenyang to be free to the public successively
New management patterns might be launched to static state traffic

Recently, an announcement inscribed and sealed with 'Shenyang Municipal Public Security Bureau Huanggu Detachment was forwarded around the circles of friends in Shenyang.The announcement says:"The operation period of the parking lot made contract through public bidding by Huanggu district has reached its expiry date. All business activities will be prohibited. Any working unit or individual is prohibited to charge parking fee along this period of road section." The announcement was made on January 1.

January 4, reporter learned from Shenyang Static State Traffic Management Department and relevant traffic police detachment that the on-street parking spaces in Huanggu district, Tiexi district, Heping district, Hunnan district and Yuhong district have all reached the expiry date and have already suspended the operation. At present, only the on-street parking spaces in Shenhe district haven't expired and still in operation.

In recent years, Shenyang opened up managerial authority to the society. Relevant operators were invited to come to Shenyang and open up companies to do business of static traffic management.

The adjustment of the management concept will lead the parking management enterprises to transfer from 'on the street' to 'off the street'.The 'on street' parking lot means the one outside the street and inside a specified designated parking area.Relevant staff said as the suspension of the business of the on-street parking spaces, the number of the off-street parking areas will be increased.

According to some analysts, the suspension of parking fee charging of the on-street parking spaces at present won't last forever.A relevant staff of management department said when the operation right of the on-street parking spaces of all districts expired, Shenyang might launch new measures to static traffic management.
