New version of "Management Methods of Canal Scenic Spots in Shenyang" to be implemented in February next year

December 26, reporter learned from the press conference held by Information Office of Shenyang Municipal Government that Management Methods of Canal Scenic Spots in Shenyang will be implemented from February 1, 2019.

Management Methods of Canal Scenic Spots in Shenyang (hereinafter referred to as Management Methods) has provided legal basis in the protection, utilization, construction and management of canal scenic spots since the implementation from June 1, 1999.Yet, along with the continuous development of urban construction, especially the high attention paid to the protection of water environment, and the modifications made to the upper law of Management Methods, Urban Greenery Regulations of Shenyang, problems such as deficiency of relevant clauses and ambiguous responsibility appear. Thus, modifications are made to Management Methods.

Song Kunchi, deputy director of Office of Legislative Affairs, Shenyang Municipal Government, said there are 24 clauses in the revised Management Methods. The clauses are about the legislative intent, range of application, planning, construction, protection and management of the canal. Firstly, it's explicitly stipulated about the responsibility of competent departments and relevant departments in the Management Methods. Due to the adjustment of the organization, the competent department of Shenyang Canal Scenic Spot has been changed to Shenyang City Administration and Law Enforcement Bureau from Shenyang Rural and Urban Construction and Administration Bureau. Secondly, according to the requirements of creating national sanitary city and ecological and CPC environment protection inspection, management of the green belt along canal area and the establishment of rubbish collection and transport mechanism have been added in the Management Methods. In the 12th clause, relevant content of "river chief responsibility system" is added.
