January 29, Liaoning Provincial Public Security Department Traffic Safety Administration Bureau issued announcement: From zero hour February 11, traffic administration departments will implement time-limit measures on the roads before T2 and T3 terminal buildings of Shenyang International Airport. Vehicles picking up passengers and vehicles without passengers should not enter the departing floor (second floor on the bridge). Drivers should drive away from the terminal buildings within 5 minutes. Violators would be fined ¥200 and 3 points.

Police cars, fire engines, ambulances, breakdown lorries and large passenger buses with no less than 20 passengers are not included.

It's warmly reminded that drivers who send or pick up passengers should drive according to the regulations. Vehicles which send or pick up passengers or need to stay for a long time should be put in the parking lot. Vehicles are free of charge within 15 minutes.

Time-limit region

Starting point: 1230m on the departing floor (second floor on the bridge) of the approach span at Yingbin Road from east to west. Ending point:733m on the east of T3 terminal building. Clear signs are set up. Time for vehicles passing in front of T2 and T3 terminal buildings is 5 minutes (including time to stop and drop off the passengers.

Measures for time-limit passing

Overall monitoring system will be implemented. Information of the overtime parking vehicles will be recorded on the Public Security Department Traffic Administration Comprehensive Application Platform and will be fined according to relevant regulations and laws.

Punishment regulations

Drivers should drive according to relevant traffic signs and regulations. Violators will be fined ¥200 and 3 points in accordance with relevant regulations.

Overtime parking caused by traffic jams, traffic accidents or vehicle breakdown will not be recorded after investigation and verification.

Drivers can call 024-89392751 or contact the traffic police on duty if traffic jams, traffic accidents or vehicle breakdown happen. Overtime parking caused by these occasions will not be recorded in the system after investigation and verification (or offering other help by traffic departments).
